Download enabled/disabled settings not saving

I am trying to share files for viewing and commenting, and when I disable downloads and save, it says so in the window. Then, when I click the share function again it says downloads enabled. Does anyone know what's up with that? Thanks.

After checking, it appears that the link copied after saving the download disabled settings will indeed not allow downloads, which is good to see. However, it is still confusing that when the share function is opened again it says enabled.
